This article methodological purpose is based on the following problem: how do (and also how do not) communication policies arise? This research uses elements of the historical institutionalist approach in order to verify its adherence to the field of communication. The text (i) presents an introduction of the historical institutionalist approach; (ii) its theoretical-conceptual tools that explains continuity and change; (iii) and, at last, (iv) applies the IH approach to the “Lei da Mídia Democrática” in Brazil and Ley de Medios in Argentina, in order to illustrate its methodological operationalization. In conclusion, the historical institutionalist approach represents an adherent and robust set of tools for the field of political communications genesis and development.
